No SFA license required to start

According to the Singapore Food Agency's official guidance, home-based food businesses currently do not need an SFA licence to operate. Whether you're cooking from an HDB flat or a private apartment, you're allowed to prepare and sell food from home as long as you follow a clear set of food safety requirements. The SFA's reasoning is that home-based businesses, given their smaller scale, pose lower food safety risks compared to restaurants and licensed establishments, so they don't need to clear the same licensing bar.

What the rules actually are

✓ Comply with prevailing food safety laws. Food sold must be safe and suitable for consumption.

✓ Use only legally sourced ingredients, from licensed suppliers or your own legal imports.

✓ No catering services. Buffet lines and large packed-meal jobs require a separate licence.

✓ No selling to other licensed food retailers, like restaurants or hawker stalls.

✓ No selling at temporary fairs or to fair stall holders.

✓ No ready-to-eat raw seafood (sashimi, oysters, raw marinated seafood). This one is non-negotiable.

✓ Strongly encouraged: take SFA's WSQ Food Safety Course (Level 1) to build your food safety foundations.
